I saw that, but frankly, it looked like one of those template-based, computer-generated so-called “news”, and I have yet to see the proof outside of that one allegation in a cookie-cutter article, that the total amount sought was 197K. The white paper suggested they were seeking 2 million pre-ICO seed money, and i believe this may just be the first tranche.
