IMHO for some reason, some of them don't want our troops to get the MFA/OOBA defensive software they need to protect their smartphones from the ongoing exploitation and intimidation by the Russian GRU. Please read the Oct.4 New York Post article titled "Russia has been hacking smartphones of NATO troops" to see what concerns me.
