Frankly Session's may have done us a big favor by forcing Congress to act. Personally I don't like how Session's and Trump act, but their is something to be said about conflict management.
It would be easy for Trump, or Session's to keep the Cole Memo in place, and keep letting Congress ignore acting, likewise, Trump could have done that with the Dreamer's and life would just go on. By bringing these things to a head, perhaps things finally get written into law, which actually is a big improvement over executive actions which simply may be overturned by the next executive.
I frankly hate the idea that we've pulled out of the Paris accord, but as I understand it, nothing different starts to happen before 2020. Perhaps before that ever happen, Congress will put us back in as law. I'm not saying it will happen, just that it's possible. Many State's have said they'd remain in compliance even if the Federal Govt. is out.
Perhaps the same will eventually be said for dealing with the 11 million aliens who in many cases have been here for decades. If they in fact start to remove people who've done no wrong in decades, but entered or stayed illegally, the citizen's will tell Congress to deal with this legislatively. I believe American's would be very angry if all of these people disappeared at once, and their was no one to do the work they're currently doing. It's fine for people to agree that something should be done, but when they see people who've helped them, served them, or simply been friends with them disappearing, they may change their mind. One thing is certain, if nothing was ever said about them, Congress would never do anything, perhaps the chaos Trump creates will result in some reasonable laws.
