Frankly I'd be thrilled if Fed approval was limited by allowing the formulation of products made from cannabis, but not smoking the base plant. OWCP can provide cannabis based products that should be able to replace smoking with virtually no loss of effectiveness, and none of the hazards to the lungs associated with smoking anything.
I suppose the real question may be, will the Feds ever recognize that cannabis can be used recreation-ally, or will they only go as far as recognizing drugs that are approved by the FDA. Could you imagine the nightmare they'd create if beer's, wine's and liquor's had to be individually prescribed by Doctor's.
My belief is that eventually the benefit of FDA approved cannabis based drugs will be their availability and far cheaper prices to the consumer because insurance will cover their prescribed use. Most, if not all products will be available over the counter, but the price will be higher to those who have insurance and who's Dr. agree that they can be of benefit.
