N Korea was not in the news then the same way as it is now.

Although some 30 plus countries are pursuing biological weapons they have always been considered the poor mans nuclear bomb. To my knowledge until now-and the newspaper report has not yet been verified has it (N Korea denied it though that doesnt mean much except the psychopath tends to brag about his accomplishments) -they have never been considered together-to my knowledge never been considered as another ICBM payload. A separate reentry at some point would logically need to be used to add a biological threat to the nuclear threat because the initial temperatures/brightness etc of a nuclear weapon would destroy any proximal bacteria.

The highest temperature i've seen mentioned re the subject of killing such bacteria with heat is 318 degrees. Over 90% of anthrax in milk is destroyed at much lower temps. Re-entry temps are ca 3000 (as much as 7000 briefly or in specialized envelopes -so - to my knowledge at present any temp of reentry or release at time of explosion would kill the anthrax.
So I doubt that the recently mentioned scenario has been a much of a priority. I doubt ICBM's have been seriously considered as a delivery vehicle for anthrax by anybody else.

Security agencies have many other priorities,such as processing/filtering every phone call (since ww2- I cant believe it took whats his name to alert congressional oversight to blatant constitutional violations by security agencies-phone co installation of fiber optics was delayed by usa security agencies until it could be found compliant w processing thru the NSA's supercomputers) email and surreptious photos from possibly millions of cameras (ca 3 million in U.K alone) and then eliminating/censoring political and religious dissent with extreme prejudice in the general otherwise obeisant population. Since they are a law unto themselves and controlled by the same adversary who is behind N Korea's psychopath,its possible they cant even see a particular threat the adversary would actually use against the "little satan" (America in the adversaries eyes).
