With the new tax plan they're going to tax the hell out of it to make up for lost revenue, but it should bring in more jobs and growth. At the end of the day it's still a "drug" and they want to be careful about implementing this to the public, even though it's not dangerous, if there's major issues early on it can look bad for future possibilities of a recreational law nationwide, or getting it removed from where it's scheduled.
Government is corrupt but I'd happily pay a little extra just so it's "legal." As long as the price isn't absurd you'll still have casual smokers buy it from stores because it won't get them in trouble. The hardcore smokers will still grow their own stuff. We can brew our own beer but nobody really does it.
