Yes, the share reduction was done through the formation of Hexagon Holdings.
Hexagon Holdings was Domiciled (formed) in Colorado

On4 Communications domiciled in Colorado. Moved from Delaware to Colorado.

On4 Communications will merge with Hexagon Holdings with Hexagon Holdings being the surviving entity. Adopted share structure will be as outlined in the Hexagon Holdings filing. So, the share reduction will be realized by way of the merger.
Since the Colorado SS site doesn’t do daily updates we don’t know if the merger has already occurred. Berman may be waiting for a Hexagon ticker symbol before completing the merger.
Regardless all is in motion, if not already a done deal. Berman and team are on top of matters. It’s up to FINRA now.
