What you really DON'T want is for all packets to be equal. That would be a tragedy for the entire architecture of the internet. Giving equal routing priority to a package containing email should not have the same priority as a packet containing a video stream. The government should not be involved in determining any rules about data on the Internet. If you read what they want to do, they could determine that certain data packets are illegal, and then all of the sudden you could see restrictions on peer to peer networks, blockchains and other technological packets that the lawmakers have time and again demonstrated they have no knowledge of. They should not be involved in regulating the architecture of networking and data delivery.
