I believe it is actually reference to whole market down turns. As most investors start selling when the entire market takes a down turn and good investors can use it as an opportunity to pick up shares cheap before the market inevitably has an upturn.
It was later modified by Rockefeller to be "The way to make money is to buy when blood is running in the streets"
But I believe it will still apply in our case. Just wish I had some money to throw at these prices.
