H.R. 2810 Does not provide budget authority. That will come in subsequent appropriations legislation. Senator Mitch McConnell is on record stating "There will be no Government shutdown."
What that tells me is that the Republicans have the votes to get that budget authorization bill passed and submitted to the POTUS for his signature before the Christmas recess. DOD is forbidden by statute to
cut a contract before funding is effective. The effective date is 1 Jan 2018. This is why I previously wrote about money being available after the New Year, not until then. After New Years, IMHO, DOD will issue a contract to implement their action plan to be in compliance with President Trump's Executive Order "Strengthing the Cybersecurity of Federal Networks and Critical Infrastructure" in accordance with their 180 day timeline. Given that near-term implementation, patience is a virtue for SFOR shareholders.
