If you look at the EO timelines DOD's report was due in November. Now we're talking about implementation of Agency/Departmental plans. As you are aware ACS has been quietly working the corridors of Government (see the Bo for Mayor site). It would not surprise me if Mark PRs an ACS deal that will employ KTLS within the network of a Government Agency/Department effective after the New Year when supplemental funding is made available.
