There is no way to tell if there is illegal naked shorting on a stock, because by definition it is illegal and concealed. We do know that when AMBS repeatedly tried to de-list from the Hamburg exchange, where they had NEVER applied to be listed, the Hamburg exchange refused to take them off the exchange. When AMBS changed its name, there was immense volume on the Hamburg exchange, and the share price rose dramatically. Yet, there was no significant short position reported on the Hamburg exchange.
So, we know that naked shorting exists. We know also that there is no way to find out the figures on any such illegal activity, any more than it is possible to know how much embezzlement there is, or what the cash value is of illegal drugs smuggled into the U.S. is.
