I've read that there is a DOJ guideline that mandates that charges/indictments not be brought unless there is evidence
sufficient to secure a guilty verdict, or presumably to 'role' a witness to 'give up' another 'target'.
Whether or not the DNC break-in is at the heart of this mess is literally immaterial. Obstruction and perjury will be at the core of Mueller's charges with layers of money laundering around both.
