It is my undersanding (as per filed docs. I read in the past) that te 25k was to be paid to SFOR to help ACS techies intitially to set p "shop" and become familiar with MT & GiD functionalty. So tha ended long ago. IMO.
As far as the 15%-20% are concerned. The products that Mcafee, Intel among others has started advertising and selling over the past few months.
Therefore Mcafee, Intel and others have payment terms with their retailers. Once they get paid they will follow their payment terms with ACS. Then finally ACS has payment terms to SFOR, that require ACS to pay by the 15th of the following month upon receiving their funds.
Simply put SFOR would have already received payment from ACS if there was anything to be received.
Another thing to keep in mind. The filing reflects up to Sept., the 4Q or auditted annual filing will be very telling. But I am confident that we will get word as soon as money starts flowing from channel partners.
