I think the more interesting piece from that link are the plans that are being made to identify other waste streams, such as the plastic ply-board mentioned. This type of proactive involvement by the county is exactly what JBII will need.
But the county is going to want some type of reward for their efforts. They have expressed a clear interest in having a processor on site. Like Rock-Tenn, they will want a good deal for the cost of fuel produced.
This seems reasonable, but it does cut into JBII profits. But I think I'd rather have 50-80% (or whatever) of the profits than have to build the infrastructure required to keep it all in-house.
