Northeast Regional Council of Carpenters Director of Operations Troy Singleton Honored as Legislator of the Year by New Jersey Chamber of Commerce

EDISON, N.J., Oct. 12, 2017 (GLOBE NEWSWIRE) -- On October 11 th , Northeast Regional Council of Carpenters (NRCC) Director of Operations and Local 255 Member Troy Singleton was honored as one of four Legislators of the Year at the New Jersey Chamber of Commerce’s 2017 Business and Legislative Awards. The event, held at the Bank of America Conference Center in Pennington, New Jersey, brought together legislators and business advocates from across the State of New Jersey.

Singleton, an Assemblyman currently representing New Jersey Legislative District 7, was among three other recipients. The other recipients included: State Senator Nellie Pou; State Senator Robert W. Singer; and State Assemblywoman BettyLou DeCroce. This November, Singleton is running for State Senate in District 7 for a four-year term.

"Being recognized by the New Jersey Chamber of Commerce as one of the 2017 Legislators of the Year is an extremely humbling honor,” said Singleton. “Creating good public policy that positively impacts our state's business environment and that is responsive to the needs of working families is essential to a robust economy. My work for the Northeast Regional Council of Carpenters and in the State Legislature has given me a deeper perspective and understanding of how our State laws are intertwined towards achieving that goal."

Since he started work in the State Assembly in 2011, Singleton has introduced and sponsored various State bills that have led to hundreds of millions of dollars of construction development, workforce development and prevailing wage standards.

Most recently, Singleton was the prime sponsor of the New Jersey Library Construction Bond Act (A222). The bill, which New Jersey voters will vote on in November, would appropriate $125 million in general obligation bonds for the construction, reconstruction and maintenance on the State’s library system.

Singleton was the prime sponsor on the Economic Opportunity Act (A3680), which was signed into law in 2013 and led to major developments, including the construction of the Paulsboro Port and the Subaru Facility in Camden County. He was the prime sponsor on the Higher Education Bond Act (A3139), which was signed into law in 2012, and led to the construction of new school buildings at Montclair University, Rutgers University and Rowan University, among others.

He has also pushed for the State to provide dedicated funding for the promotion of apprenticeships and apprenticeship programs from the Workforce Development Partnership Fund (A334).

Singleton has also been a strong advocate for prevailing wage standards and pushed in the 2017 legislative session for a prevailing wage bill (A2863) to require workers subject to prevailing wage requirements to complete registered apprenticeship programs. Singleton said he will continue to educate Statehouse representatives about expanding prevailing wage to construction projects for the Housing Mortgage Finance Authority.

Singleton has served as NRCC’s Director of Operations since 2015. Prior to that, he was the assistant to Executive Secretary-Treasurer from 2013-2015, President of the New Jersey Carpenter Contractor Trust from 2011-2014 and Director of Policy and Planning for the New Jersey Regional Council from 2007-2011.

As the Director of Operations, he is responsible for the implementation of special projects including: the NRCC Scholarship Fund that provides school scholarships to the children and grandchildren of Union carpenters; Citizen Carpenter Program, which annually recognizes carpenters who contribute to their community; and overall Council operations, such as ensuring NRCC facilities are outfitted with the latest technology. Singleton also provides administrative oversight and is a trustee of Local 491.
