Any shorts absolutely have to cover when a stock changes exchanges, because the stock no longer exists on the previous exchange and all shares are called in.

I wondered why Overstock.com didn't go to a different exchange -- that would have stopped the ludicrous situation they had at one point when 110% of the shares were short. Talk about your abusive naked shorting....
