Los Angeles, California, Sept. 22, 2017 (GLOBE NEWSWIRE) -- The Department of Justice (DOJ), Federal Bureau of Prisons, updated on September 22 a solicitation in which it outlined plans to secure residential reentry center (RRC) services (in-house RRC beds) and home-confinement services (home confinement placements) for male and female federal offenders held under the authority of United States Statutes located in the greater Los Angeles, California area, which includes Central Los Angeles and San Gabriel Valley areas.
The DOJ, in its solicitation, indicated its plans to award an indefinite delivery, indefinite quantity type contract(s) with firm fixed-unit prices. The DOJ intends to award the contract to a single provider, as these services (i.e., RRC in-house beds and home-confinement placements) are interconnected and rely upon each other to ensure adequate programming and case management of offenders, according to the solicitation.
According to the DOJ, the Bureau of Prisons will entertain proposals from contractors who propose a maximum estimate of 60 male residential beds and 10 female residential beds, or up to a maximum estimate of 180 male residential beds, and a maximum estimate of 30 female residential beds, with no proposal falling below a 70 bed maximum with corresponding home confinement for an amount equal to half of the proposed beds, within the geographical boundaries listed above. All offers must be in increments of 70 beds (e.g., 70 beds, 140 beds, 210 beds).
The period of performance, according to the solicitation, will be for a one-year base period, with a guaranteed minimum and estimated maximum, and nine one-year option periods, which, if exercises, will include only an estimated maximum.
The RRC requirement will be for a guaranteed minimum of 45 in-house male inmate beds, with an estimated maximum of 180 in-house male inmate beds, and a guaranteed minimum of eight in-house female inmate beds, with an estimated maximum of 30 in-house female inmate beds for the one-year base period; and for a an estimated maximum of 180 in-house male inmate beds, and an estimated maximum of 30 in-house female inmate beds for each of the nine one-year option periods thereafter, if the DOJ exercises any options.
The home-confinement requirement will be for a guaranteed minimum of 26 placements onto home confinement, with an estimated maximum of 105 placements onto home confinement for the one-year base period; and for an estimated maximum of 105 placements onto home confinement for each of the nine one-year option periods thereafter, if the DOJ exercises any options.

The contractor who receives the contract to provide RRC services for in-house RRC beds and the home-confinement services for home confinement placements must provide the services in accordance with the Federal Bureau of Prisons Statement of Work entitled, “Residential Reentry Center, April 2017.”
