It seems that it is good to have these same people investing additional funds. They don't typically like to throw good $'s after bad. But it could also be viewed as a hedge for their $.80 shares. It should be easier to sell $.50 shares at a profit. But it is probably safe to assume that they were given assurances that the info in the SAIC report prepared for them and RKT had not changed substantially and that no significant new issues had been uncovered.
