Aside from the average statistics, it's not really about how fast an end user's internet speed is but more so about the workflow that can cut the costs of distributing the content to the end user.
For example, if Netflix is only capable of distributing 4K at 25 Mbps and the user has an internet speed of 100 Mbps, the end user would be able to stream without issues. The problem is, Netflix will have to host that content on a server space allocated for 25 Mbps. That requires more server space, more server space means more money. With millions of users, it would require lots of server space to distribute content. Hence, an inefficient workflow.
Now, if their workflow was distributing content at 4Mbps, that would improve their distribution and workflow by 625%. Improving distribution by 625% means cutting costs by 625%.
So again, the workflow that cut costs to convert content and distribute content it is ultimately the winner here.
