To the best of my knowledge, virtually no products sold in medical marijuana stores have FDA approval. I really doubt that if cannabis is reclassified that most of these products will undergo FDA testing.
After cannabis is reclassified I believe that we'll probably have three distinct markets for it. In State's with recreational cannabis, all forms of cannabis will be available. In State's that permit medical marijuana, both medical marijuana in it's current form, and drugs approved by the FDA will be available. Finally, in State's where no provision has been made for marijuana, only FDA approved drugs that contain cannabis based products will be available.
I do believe that as our cream, and other cannabis based products, are shown by anecdotal evidence to be effective, insurance coverage will be granted for their use even though FDA testing hasn't been done, or is incomplete. Sadly, at that time it will only be available in State's who've legalized medical marijuana, but that number grows with each passing year.
