I thought PhDs @ ASU funded by EPA may have standi

I thought PhDs @ ASU funded by EPA may have standing, but perceptions are different for different people, (based on their pov).

My thought was regardless, if green process was a consideration or if cfqd won out QMC is still in a good position, but some may
wish to chat about it.
