"Locked in" means to me: They have no choice a

They have no choice at all but to carry forth with their obligation.
I think "locked in" is too strong of a statement. It's as if they have no other means but to do this which is obviously not the case. A lot of things can happen just how many people were surprised of the things that were said in the investors conference.
I think their intentions are to carry forth their plan is a better-more grounded way of saying this to keep everyone (shareholders, investors, and etc.) more grounded themselves instead of just putting their blinders on like how people ignored my statements of the price per share going down to these levels like I said months ago.
