Indeed, they could have ordered their standing army and navy to have done all sorts of things that would aided the Confederacy but at what cost?
There is massive difference between motivating a population for war and ordering a standing army or navy into action. And on weighing the costs, kings and autocrats made the decision to stay out of the fray. And in my opinion, we were lucky/blessed that they made a wise decision.
