Exactly - those that load .0004s and .0005s now can keep those as the freebies (instead of higher price ones) for longer runs in the future and trade higher price ones on the shorter 5 tick runs.
We had to accumulate for 2 years between the 3Q 2014 and 3Q 2016 waiting for a run off the bottom whereas in 2017 we have had several runs already from the then bottom towards .0010.
