Yup. PPS went above .063 - order didn't fill. MM's playing with PPS.
Judging by the time stamp of the 1,000 share trade and your first post where you announced your bid, I will assume the bid was entered after the trade.
However, if your bid was entered prior to the 1,000 share trade it would be a minimally interesting event. Since iHub time and sales show the bid being .062 when the 1,000 share trade was executed, it may be worthwhile trying to find a different broker where your bids will be more visible to market participants.
Edit: I read Ray's post and it appears the amount of shares you were willing to buy may not have been enough to make your bid visible.
Regardless, a 1,000 share trade in a 6 cent stock is for all intents and purposes a non-event.
Now with respect to your contention that MMs were playing with the PPS, when you enter a bid no one is under any obligation to sell to you at that price. At the close of the day the best bid was .068. This means during the course of the day someone decided they wanted to pay more for the stock than you.
