I think that RKT was the only project on the horizon at the time the report was done and is representative of any roll out project.

The point was and is, that RKT sent it's own engineering resources to examine JBI long before SAIC was engaged. You doubted that RKT has on staff engineering talent capable of evaluating JBI's process and engineering. Maybe they do, maybe they don't have engineers with the specific skill to make an evaluation. RKT can certainly has the resources to contract any specific engineering talent on an as needed basis. Considering that the JBI RKT contract appears to be for multiple sites, it is a corporate wide contract and the decision making process would have access to corporate level resources.
