to mandate or not to mandate..that is the question I guess..people are stubborn to move to things that require money to upgrade even though the benefits outway the costs in many cases.
The key with solar is to make it more cost effective with higher efficiencies than they currently have...key Solterra !
Some people would still think having single pane windows and newspaper for insulation in their walls and a oil burning or coal burning furnace as acceptable.
