I opened an account with Bitstamp.net They are licensed in Luxembourg and I believe the first exchange to work with Ripple/XRP. its a bit of a hassle as you have to wire them funds into your account. Or, you can buy BTC with a credit card, sell it and re buy XRP. Ive done both. Also, Bitstamp uses 2FA Authentication and the coins are kept offline.
