With Emilia's international presence they may very well feel the need with production capabilities in many countries, but I don't believe it's their intent to add the cannabis components in every country, or state, where it should be able to be legally sold.
Hopefully, over time International agreements will end the restrictions on shipping and selling cannabis based products over state and national borders. For now, marijuana laws are far more confusing than about 99% of the other materials shipped all over the world.
I've never been into cigar's, but friends who are really prize Cuban cigar's over high end cigar's from elsewhere. I believe much the same is true of cannabis and products based on it, but to date I gather that even if it's legal in multiple state's or countries, in most cases it's not legal to transport it from one place where it's legal to another.
Could you imagine the complications that would be created if say tomato's couldn't be shipped over state or international borders. Every state would not only need to have growing capability, but would also have to make everything from ketchup to spaghetti sauce in each state. In many state's, hot houses would be required most, if not all year, as they're not condusive toward growing tomatoes. The complications created by the way cannabis is handled clearly result in dramatically higher prices which are not likely to change until it's accepted virtually everywhere.
