More AI is needed. However between radar controlled braking and air bags for all passengers the 'either or' outcomes become less likely.
Maybe the auto manufacturer can provide an 'A mode' override?
An 'altruism mode' that takes in all possible outcomes in an instant and takes action to avoid the pedestrian only if the passengers are deemed survivable, if not uninjured, and the pedestrian is otherwise toast or badly broken.
