I would say that depends on the definition of 'over'. PTOI can trade forever--as long as there's interest in trading the stock it may never really be 'over'.
On the other hand, if the metric is 'usefulness' where PTOI's processor would turn some material into a material of higher value even if that 'higher value' simply means more environmentally friendly, then the lack of that criteria means PTOI was already over in 2009 when PTOI's founder, Mr. Bordynuik, converted the shell into a viable scam..
