Colorado School of Mines is a teaching and research university dedicated to engineering and applied science, with special expertise in the development and stewardship of the Earth's natural resources. This is Dr. Whitney's second invitation to speak at this prestigious conference. Dr. Whitney earned a B.Sc. in Geology and a M.Sc. in Mineralogy from the University of Nebraska. He earned his Ph.D. in Mineral Economics from Pennsylvania State University. He is an internationally published author about International Mining Investment Strategy and Public Policy. He has served as a consultant to the United Nations, the World Bank, government agencies, law firms, and mining companies on mineral resource development planning, mine development, transportation and tax matters and as a consultant for the U.S. Congress Office of Technology Assessment. He served as a consultant to the Bolivian Government on successful changes to investment tax policy that led to significantly expanded mining development in that country. He established Whitney & Whitney, Inc. in Reno, Nevada as a full service mineral management consulting firm and founded Itronics as a publicly traded company in 1988.
