Your logic makes sense however the shares dumped on the market and the halt served a more important role this time rather than what has been overlooked billions of times before.
That little pull to enact the Halt did not originate without the supervision of a particular law enforcement division inside the government. I can assure you of that!

And shares are not being bought back now...You can't cover on the grey's...especially when it in the hundreds of millions with no bid at worthless prices/valuation. You can only match trades one to one. There is no margin option available for a broker without a quote. Meaning calling in a debt to settle can not be made without a market present. Each trade we see is no different than we exchanging one for one with eachother without the broker intervention to an extent. You put in the order than the MM does the rest. Only the market maker can place the trade when a buyer and a seller match....not the broker. So if you think you have to cover and I buy from you individually justifies a cover option...then what about the margin of debt in which the broker who originally borrowed those shares and then sold short could do....when their margin is shut down in the greys....nothing! Therefore...you can not cover because that margin is not settled and can not be accessed at this time.
The trading on the greys is just a simple swap for tax purposes (taking the loss or averaging down ...or a transaction to hide money in the secondary market.) The amount and share count is meaningless. This has come out publicly in news articles on this subject. The failure to deliver still exists because it was never settled. And that fail to deliver belongs to your broker who borrowed those shares on your behalf to begin with.
That's what this is all about....not just a company who is unregistered trying to gain capital access thru the US market.
