One of my businesses is in the construction field. They are so many variables with breaking ground that delays are to be expected. Hell, it rained here in Denver for 4 days and 3 of my projects pushed off several weeks to let the ground dry out. Remember this is a massive undertaking with lots of bureaucracy to push through. Something as simple as a rain storm can delay site work dramatically.
