I am having trouble finding information on this sh

I am having trouble finding information on this short report. What makes it have such a high percent? Are people selling and they are able to cover making the short report higher? Are they still shorting making the short report higher? If 80-90% of the volume is shorting who in their right mind would be doing that at these levels? Can someone provide a little insight please.
