Show them the population statistics re Mexicali and Tijuana and Ensenada etc and how a steel mill in that quadrant of the country would be beneficial from a cost and security/national disaster standpoint, since present steel mills are concentrated in the same corridor and thus subject to being put out of commission by the same natural and non natural disasters.
Borrow material from Homeland security to show them the panoply of threats that make it foolish to concentrate their steel mils in the same corridor.
Show them how to take credit for the whole idea-though again this is where all their brains are concentrated so they can probably figure that one out.
Explain to them that without the manufacturing on the USA border stealing USA jobs they would not exist-point out the various such manufacturers and their steel requirements
