We spend 4 trillion on health care. Yet fail to cover 25 million people. Cost 30% based on 4 Trillion Industry is 1.2 Trillion.

Medicare, Social Security is paid for....technically.
So technically we have 2.1 Trillion of pork in a 4.1 Trillion Budget...
There is room to trim some pork ...best way though is single payer insurance and rather that the Insurance companies taking near 3 Trillion in profit. The US government could take the profit.
Making a 4.1 Trillion Budget net profit 5 Trillion. 20 trillion debt paid off in 4 years.
