Here's why-
Atlanta, GA is 7,191 miles from China.
China is 12 hours ahead of Atlanta. So 6PM in Atlanta is 6AM the next day in China.
So if Spencer sends an email (and it gets there despite Chinese goverment Internet "controls" ) on a Monday morning, Pangolin does not read until their Tuesday morning (which is Monday evening in Atlanta). If Pangolin responds quickly (their next day) by close of business Wednesday, Atlanta receives Wednesday morning.
If either side takes more than 1 day to review and respond, each email exchange takes 4-7 days. Negotiating relationships half way around the world is very slow!
And until a good JV contract is negotiated, no monies can be wired. International wired monies take 2-3 days plus the 12 hour time difference.
The good news? Pangolin is publicly traded on the Shanghai stock exchange and is therefore professionally managed. The bad news? Since they are professionally managed, they prudently do not rush into international joint ventures.
What can be done within the US in a few weeks, takes a couple months or so to do meaningful business here. Since this is very, very technical, more than a couple months is probable. Robots may have to be shipped from China to Atlanta to enable the JV negotiation. This is not easy to negotiate half way around the world with one party poor English and the other no Chinese!
