US-EU allows US airlines to do just that - fly to one EU city and then onward to another. I don't know of any US Airlines that do that though. Probably not enough loads to justify it. The capacity of the 767 and perhaps cargo revenue might justify some unique routes out of Stewart. My guess is they will start with direct service. If people are already making a longer than usual trip to get to SWF airport, they will be less likely to do it if getting to their destination still involves stopping somewhere.
