I saw this one this morning. Poor DD in parts.
I think the Cert alone would be the big driver in the stock price here. Since we already have the lease in place coupled with a good business plan, IMO those 2 wouldn't be as big of a driver of SP.
Either way, Time to get the morning coffee and turn on Level 2!!
