It's very simple--less than $250 worth of shares traded so Mr. Heddle's press release didn't excite investors enough to buy shares. I've heard zero complaints about investors being blocked from buying or about investors saying their trades didn't show up. Neither "NR" nor anyone else is blocking volume.
If you're interested in checking your hypothesis, you can ask if anyone purchased more than $250 worth of shares this morning or if they tried to purchase at the ask but were somehow blocked from doing so.
