The legislation requires the state to slash greenhouse gas emissions to 40% below 1990 levels by 2030, a much more ambitious target than the previous goal of hitting 1990 levels by 2020. The legislation introduced building code targets to meet this goal.
The new standards, which went into effect on 1/1/17, set the stage for Zero Net Energy buildings in the state within five years . All new and retrofit construction must become compliant with the Zero Net Energy (ZNE) standards of 0% CO2 emissions into the atmosphere rather than the current 40% of all CO2 emissions buildings now emit.
