yea, I was going to say with the quote situation this morning seemed like a technical glitch. I've worked at a large broker dealer for over a decade and have seen it. Until OTC, FINRA, DTC and trading systems sort it out they halt to avoid trading errors. On Penny's trading errors sit in the millions on decimal issues so they stop the bleeding before it begins.
