I've received many proxies over the years, and I quit mailing them in once learning about proxyvote.com
I can't imagine the cover sheet being different than any of the others, but maybe as a "special meeting" we can't?
If my cover sheet has a "Control Number" which is unique to each stock holders account (s), note plural if applicable, we must vote all accounts, thus different control numbers, I will vote online.
Voting via proxyvote.com is secure, fast as a speeding bullet, and the vote acceptance is provided.
If we mail it in, USGL is not charged the postage!
Take the accounting burden out of the picture...vote online if we can.
If I'm wrong, someone correct me...I don't bite too hard.
