I do believe it matters to consumers.
Some of my best friends are Republican's, you'd think they'd believe in State's rights, but on the subject of marijuana, they are completely resistant to it in any form. I believe that their are many people that think that way who's minds could be changed if Congress made it clear that their are benefits from cannabis worthy of being explored, and the FDA openly started allowing U.S. based trials of cannabis based products.
A declaration by Congress would take all the winds out of Jeff Session's sails, and should prevent any actions against those growing the plants.
