Here is my DD....I feel we are going through the same situation. I am still long and will be waiting for the FINS, but feel that there is HEAVY manipulation going on. Not to say that the ICNB has a great track record from several years ago but most of the recent data shows that they are doing enough things to make up for past mistakes.
