Frankly, I cannot say how this all comes together,

I think it's possible that Emilia may make all but the cannabis component of the cream, then perhaps Medmar, and others who can support the cannabis component, can do the final assembly, packaging, distribution, and sales.
I'm not saying this is the case, just that it's a possibility. If in fact it is the case, Emilia should have no problem in making the non cannabis components of the cream and exporting them anywhere in the world. Medmar in the U.S. and others elsewhere who can grow and extract the cannabis based materials needed to complete the cream should be able to do so in all the State's and/or Countries permitting its use.
I have no idea how simple, or complex, it is to combine the components to produce the final product. I may be as simple as just mixing them, or so complex that very special equipment is needed to do things at precise temperatures, pressures, etc. I believe that regardless of the degree of difficulty, the market in each State would justify the procurement of the needed equipment.
If you look at the OWCP website under products, I believe you'll find that they believe they can get this done. As an investor, I believe they know what they're doing. Certainly, Govt. agencies may stand in their way, but frankly I think the desirability of a psoriasis cream won't have Govt. agencies fighting to prevent it, especially if FDA based safety trials suggest that it's completely safe to use.
