The "cost of research" as you mention is irrelevant in this case since the point is that no matter what the scale is, the more money you spend on research, the faster things move and the higher the stock price goes up.

What that case has in common with this one is that OWCP does not want its investors to know about dilution. They put it into the 10-K in fine print just so they don't get into trouble, but people on this forum have called OWCP and they were told that there is no dilution. They never verbally tell the truth and then they tell a lie that cannot be enforced because it is opinion-based. They say that the dilution is not a big deal.
If you want to know where all the selling is coming from, it is the people on this board who are telling everyone to stay long while they secretly sell their own shares. Some people are saying to just keep buying and don't worry about the PPS. That's not true. You have to watch the prices very carefully and decide wisely when to buy in.
