OWCP has truly created drug products which don't have to go through full FDA trials to market, however, if they wish to discuss the benefits of their products with accuracy, clinical trials should be run.
I've had a few Doctors tell me that lemon juice in some of the water I drink would help to prevent kidney stones. They don't advertise lemon's for this purpose, nor have the drug makers run trials, but Doctor's trying to do right by their patients tell them to give it a try. Much the same can be said for all sorts of plant and mineral based products that have no clinical support, or at least not the support of full blown FDA Trials.
In the case of our psoriasis cream, I believe we'll have hundreds of thousands or more people who'd attest to the benefits before an FDA efficacy trial is concluded. The benefit of the FDA trial is it should mean it's available by prescription everywhere, not just in States with medical marijuana, and it's cost will be partially assumed by insurance companies.
If this is not the case, if full blown FDA approved clinical trials were required for the cream to be used anywhere in the U.S., it would take many years, and cost perhaps a hundred million or more. While OWCP is not clearly stating what I'm suggesting above is the case, I believe they're tip toeing around the facts that that's what's intended.
